2019: Local Chinese Party Notice (?) on Conversation Discipline During Spring Festival

Chinese expat websites report that the Chinese Communist Party (according to a joint notice allegedly put by the Social Stability Office, Party Propaganda Department and Public Security Office of Mushan County, Leshan City, Sichuan Province) is asking Communist Party members and cadres to ensure conversation discipline during the Spring Festival holidays. “Party secretaries, assert your authority”, permit no talk of topics such as Huawei, US – China trade friction! This seems to be the Chinese version of no arguments about Trump over turkey albeit with the serious enforcement powers of the Party and PRC state behind it.

There is a surprising part that people shouldn’t be reading websites that teach them how to make Molotov Cocktails or improvised explosive devices! Reminds me of the student Molotov Cocktails hurled at US Embassy Beijing in 1999 — many of the Chinese “students” (didn’t do a demographic study at the time) put gasoline in plastic soft drink bottles or didn’t leave and empty space at the top of a glass bottle to allow the gasoline to ignite so many of the Molotov Cocktails. So many were duds. Perhaps the Party is counting on blocking progress in that area!

Worries about mad bombers or terrorist attacks are not that unusual in China. I remember during my five years in Chengdu there were several alerts about bombers on the loose and police checkpoint was set up on a major highways coming out of the mountains in Chengdu. The back story seems to have been that with the large amount of illegal wildcat mining in Sichuan Province, miners needed explosives so they would steal or bribe them out of state warehouses. When the warehouses took inventory some explosive (gasp) would be missing and so the search for wild bombers would begin.

There is another part about “don’t believe those rumors about democracy. Party members and cadres shouldn’t believe promises that only people at the provincial level and above will be purged or that good deeds can cancel out previous crimes.

I imagine that a notice (if it is an actual notice) like this would be internal confidential to a certain level and then relevant parts would be conveyed orally for further distribution. If it is real, then it is an interesting reflection on the current state of party paranoa. Then again, just because you are paranoid, it doesn’t mean that they aren’t out to get you!

I wonder if the notice below was fabricated by a Chinese dissident group outside of China that would like nothing better than for the Communist Party to exhaust itself running down fake phantom rumors and phantom threats. I wondered in 2011 if the ‘Jasmine Revolution‘ protests were largely phantom/non-existent protests (I was watching in Chengdu at one of the locations. Many police showed up but apparently no demonstrators!) at locations publicized in advance through the Internet designed by overseas dissidents just to drive the Chinese security forces crazy. While reading websites frequented by Chinese living abroad can be very interesting looking at the topic discussed there and the information shared there, the information is a mix of stories that can’t get into the Chinese press, unconfirmed rumors, wild speculation and deliberate inventions fabricated to stir the pot.

As for whether it is credible, the first parts seems reasonable but then it gets wild — be prepared to respond to General Secretary Xi’s call to join a resistance movement. Presumably after the fall of the Chinese Communist Party.

The 2019 Spring Festival is approaching. We are welcoming students studying both at home and abroad, work-study students, and migrant workers in business as they return home for the holidays. Based on the current situation, and with the approval of the county government, we hereby announce the requirements for social stability as follows:

  1. Visiting friends and relatives, reunion dinners shall not be recklessly discuss China-US trade, the liberation of Taiwan and other major political policies: party members and cadres should conscientiously support the authority of President Xi,they shall not discuss the central power system, and do their jobs well at the grassroots level;
  2. International students shall not spread information about the relatives and properties of the central leadership overseas; shall not spread information about embassies and hometown associations:
  3. Employees of multinational enterprises such as Huawei and ZTE shall not spread information about the overseas businesses of the enterprises; personnel stationed in Tibetan villages shall not attack the central government’s crackdown on Xinjiang independence and Tibetan independence elements or make slanderous accusations about persecution of ethnic minorities;
  4. No one shall withdraw large amounts of cash to exchange it for foreign currency; they shall not sell property at below-market prices, thereby disrupting the financial order;
  5. Do not acquiesce in the spread or inflitration of overseas pro-democracy organizations and Taiwan’s spy organizations. If discovered, report it promptly. Do not join WeChat groups, QQ groups organized according to administrative divisions; if you have joined one, withdraw immediately and the group owner must immediately dissolve the group;
  6. Do not use accounts registered by jumping the firewall on Facebook, Twitter, Telegram and other uncontrolled information or software. Sensitive information shall not be shared on WeChat, QQ, etc. . No one shall obtain fom the Internet, WeChat group, Telegraph groups etc information on how to make Molotov cocktails, improvised explosive devices etc.. It is strictly prohibited to store gasoline, diesel, ammonium and other materials.
  7. Public security officers should be bold in law enforcement, diligent in law enforcement, highly vigilant against Color Revolutions, Taiwan spies, and crack down with full enthusiasm in this great struggle,
  8. During the period of the two sessions of he National People’s Congress and the Chinese People’s Consultative Congress, May 1, June 4, August 1, October 1, and the end of the year, all personnel are not allowed to leave tehir district, not even to go to Chengdu or Beijing. All units stationed in Beijing and in the provinces shall be recalled in advance;
  9. Do not believe in lies about freedom and democracy, party cadres should not believe the Internet rumors that after democracy comes to China, that the only officials who shall be liquidated are those serving at the provincial ministerial level, and above; meritorious actions can make up for admissions of guilt; you are strictly forbidden to make reports about one another so as to promote unity within the Party.
  10. Active duty, retired military personnel should stand firm, ready to accept the Party Central Committee, President Xi’s call to join all kinds of resistance organizations, do not share military experience or give tutorials on weapons.
  11. Be confident that with the increasing improvement of the Skynet project, the imminent establishment of drones and robots, the imposition of martial law and military camps during turbulent times, China will remain red for generation upon generation.
