The size and reach of the Chinese Communist Party’s discipline and inspection organs at various levels has increased during the decade of Party General Secretary Xi Jinping’s leadership. An inspector from the Party Central Commission for Discipline and Inspection told me many years ago that he would go into a locality undercover in the guise of a wealthy real estate developer in order to sniff out corruption at high levels in various provinces. In the late 90s a provincial environmental official told me “We don’t have much contact with the environmental officials in Beijing. They come around once a year to give us a report card.”

Some environmentalist even said that corruption is the worst pollution and at the root of some of China’s environmental problems. Corruption in government is a problem everywhere. It seems that where a dictatorship (even one of the proletariat) represses free speech and media freedoms and where the government cannot be held accountable by fear of being replaced in the next election, corruption becomes an even more serious problem.

营造良好政治生态,是党的政治建设的基础性、经常性工作。政治生态好,党内就会正气充盈;政治生态不好,党内就会邪气横生。纪检监察机关作为党内监督的专责机关,精准分析、全面把握一个地区、部门和单位“树木”“森林”状况,及时发现问题并推动整改,推进政治生态研判常态化、制度化,对于推动全面从严治党向纵深发展,营造风清气正的政治生态和发展环境具有重要意义。

加强政治生态分析研判的实践探索

贵州省纪委监委坚持以习近平总书记关于政治生态建设重要论述为指导,坚持边学习、边调研、边工作、边总结,以完善体制机制为突破口,建立政治生态分析研判机制,通过制度共建、信息共享、协作联动的一体统筹方式,推进政治生态分析研判系统化、常态化。

搭建党委统一领导的分析研判机制。积极协助并推动省委出台《关于建立党内政治生态分析研判机制的指导意见》,构建起省委统一领导,省纪委机关综合协调,省委办公厅、组织部、宣传部、统战部、政法委、巡视办等共同参与的省委党内政治生态分析研判机制,把政治生态分析研判上升为省委履行全面从严治党主体责任的制度安排。完善分析研判指标体系,在看“四个意识”、看“关键少数”、看责任落实、看选人用人、看腐败问题、看干部作风、看纪律执行、看政治文化、看群众评价的研判指标基础上,充分结合机制成员单位职能监督发现的情况以及年度重点工作任务动态调整,综合分析研判党的工作部门政治生态状况,让分析研判结论更加立体全面、科学具体。

深化协同联动的分析研判模式。省纪委机关作为省委党内政治生态分析研判机制办公室,充分发挥综合协调作用,对内强化“室组地”联动分析研判,形成党风廉政建设和反腐败斗争视野下的研判意见;对外推动与分析研判机制成员单位的协同联动,综合各方面情况,形成最终研判意见。同时,深入分析地区、行业、领域相关情况,找准影响政治生态的地方病、行业病,督促相关单位加强对下的指导力度,上下一盘棋推动分析研判走深走实。

抓好“日常+综合”的常态化分析研判。抓好日常分析研判,把握政治生态变化发展特点,结合年度重点工作任务推进,每年分阶段对相关党委(党组)政治生态状况进行评估,动态更新分析研判意见。在党委届中和换届前半年开展综合分析研判,对一段时期政治生态状况变化趋势深入分析、动态评估,形成综合意见报告。

推动分析研判与“四项监督”有效衔接。把政治生态分析研判后的问题整改内容,纳入纪检监察机关监督检查范围,强化专责监督;将整改落实情况纳入巡视巡察监督,对问题整改进行再监督、再检视,推动再整改、再提升。同时,在整改落实基础上,把纪检监察监督、巡视巡察发现的问题作为下一轮分析研判的重要参考,推动形成“研判—整改—提升”良性循环。

政治生态分析研判实践取得良好效果。从研判工作本身来看,党委领导、常态实施的政治生态研判格局初步形成,分析研判机制充分整合党的工作机关,协同联动、合力推进,既全面检视被研判党组织政治生态状况,又重点聚焦年度中心工作任务,研判结论更加全面客观。从研判产生结果来看,分析研判聚焦党委主体责任落实,各级党委书记认真研究部署,分管领导牵头负责,更加注重反馈督促整改实际效果,层层压实了管党治党政治责任;通过内外协同、上下联动的政治生态综合体检,找准了影响政治生态的地方病、行业病,有效解决了一些长期存在的突出问题。

综合来看,全省政治生态分析研判工作仍处于探索阶段,分析研判机制合力有待进一步激发,分析研判质量有待进一步提高。如,一些地方分析研判机制办公室主动与其他成员单位的沟通协调不到位,成员单位协同配合不够紧密,存在被动参与现象。又如,有的单位不善于从业务问题背后透视责任问题、政治问题、作风问题,不善于针对苗头性、倾向性问题及时预判潜在的风险隐患,分析研判的政治性、前瞻性需要提升。对此,要在不断总结实践成果基础上,围绕政治生态分析研判系统化常态化推进目标,加大地方党委层面自上而下的推进力度,督促各职能部门、单位党组主动开展内部分析研判,积极拓展向基层延伸的有效途径。

把握新形势下政治生态分析研判的实践要求

讲政治是我们党作为马克思主义政党的鲜明特色,注重政治建设是党的优良传统和独特优势。全面从严治党首先要从政治上看。纪检监察机关必须不断深化对全面从严治党地位作用的认识,牢记全面从严治党既是政治保障也是政治引领,围绕党的创造力、凝聚力、战斗力是否充分发挥,政治引领保障作用是否充分凸显,开展新形势下的政治生态分析研判工作。

聚焦领导班子特别是“一把手”这个“关键少数”。开展政治生态分析研判,不可能面面俱到,必须抓住领导班子和“一把手”这个关键,把履职用权、担当作为、廉洁自律情况,作为风向标、晴雨表,做到窥一斑而见全豹。习近平总书记在十九届中央纪委六次全会上强调,“各级党委(党组)要履行党内监督的主体责任,突出加强对‘关键少数’特别是‘一把手’和领导班子的监督。”这为各级党委(党组)开展政治生态分析研判工作提供了重要的参考和依据,指明了重点要“分析研判谁”这个首要问题。

从履行党内监督主体责任的高度加以推进。政治生态是一个地方或领域政治生活现状以及政治发展环境的集中反映,开展政治生态分析研判,必须站在党委(党组)履行党内监督主体责任的高度,全方位对政治生态状况综合“体检”,确保研判结论权威、精准。《关于加强对“一把手”和领导班子监督的意见》明确指出,各级党委(党组)要定期分析本地区本部门本单位政治生态状况,经常听取纪检机关、党的工作机关相关报告,认真查找领导班子自身存在的突出问题,采取有力措施加以解决。这指明了党委(党组)在政治生态分析研判中担负主体责任,明确了“谁来分析研判”的问题。

推动专责监督与各类监督贯通融合、一体发力。《中国共产党纪律检查委员会工作条例》规定:“党的各级纪律检查委员会协助同级党的委员会推进全面从严治党”。其中包括,“协助同级党委加强对本地区本单位政治生态、党风廉政等情况分析”。《中国共产党党内监督条例》规定:“党的工作部门应当严格执行各项监督制度,加强职责范围内党内监督工作”。这些规定为政治生态分析研判提供了实践路径,是解决“怎么研判”的重要方法。开展政治生态分析研判,必须坚持系统思维,统筹推动纪检监察机关专责监督与党的工作机关职能监督贯通融合、一体发力,实现力量整合、效应叠加。

深入细致开展政治生态分析研判

政治生态不是一时一域的静态反映,而是一个全面、整体、复杂的动态系统,常态化、高质量推进政治生态分析研判,要在强化统一领导、上下协同、点面结合、系统推进上下功夫,让政治生态分析研判的内涵和作用在实践探索中不断得到丰富和发展,真正成为从严管党治党的有力抓手。

扭紧责任链条、激发研判合力。纪检监察机关要主动加强向党委的请示报告,既报告分析研判推进过程,又报告分析研判结果,以重大事项请示报告等方式,推动同级党委、督促下级党组织加强对分析研判工作的统筹领导、有效落实。要提升分析研判机制成员单位思想认识和责任意识,使其深刻认识到分析研判工作不仅是协助党委履行全面从严治党主体责任的分内之责,更是从党委层面推动解决自身领域问题症结、工作难题的有力武器,必须认真落实好职责范围内的监督责任,履行好分析研判工作职责。要扎实做好分析研判工作,围绕贯彻落实党中央决策部署这条主线,通过监督检查、审查调查发现问题,透过表象查找问题背后的责任、作风和腐败问题,精准描摹出研判对象政治生态样貌,让分析研判结论更好服务党委决策,真正成为管党治党利器。

紧盯研判重点、突出个性特点。研判内容要新,紧紧围绕党中央关于全面从严治党、党风廉政建设和反腐败斗争新论断新部署新要求,聚焦把握新发展阶段、贯彻新发展理念、构建新发展格局、推动高质量发展等重大战略,聚焦全面深化改革开放、促进共同富裕、推进科技自立自强、防范化解重大风险等重点任务,以迎接和开好党的二十大为主线开展政治生态分析研判,自觉对标对表、及时校准偏差,因时因势调整分析研判重点、突出时代特征。研判方法要实,把分析研判融入日常监督,着力对问题之间的内在联系和演变过程作出系统、理性、客观、科学的分析,从苗头性、倾向性问题中捕捉潜在的风险隐患,紧盯领导班子特别是“一把手”这个关键,聚焦责任、作风和廉洁情况进行深度检视。研判结论要准,加强对地方、单位、行业、领域突出问题的梳理总结,结合不同地域的发展状况、历史沿革,结合行业领域的职责特点、风险要素,做到去粗取精、由此及彼、由表及里,通过分析研判使政治生态样貌清晰度更高、辨识度更强。

点面协同推进、拓展研判格局。打牢“点”的基础,推动直属单位党组(党委)探索构建本单位分析研判机制,一方面支持其对自身进行分析研判,及时提供监督检查、审查调查中发现的问题,为其分析研判提供依据;另一方面依据其分析研判结果,结合日常监督中掌握的情况进行再分析再研判,形成全面准确的政治生态画像。抓好“线”的统筹,推动行政主管部门加强对下级单位、部门的指导,统筹开展对业务领域内政治生态的分析研判,聚焦分析研判重点任务,实行清单式、项目化、标准化管理,持续构建和完善“全面研判—反馈问题—整改提升”的工作闭环管理机制,上下联动找准影响政治生态的行业病、领域病。做好“面”的总结,分门别类、系统梳理各行业、领域的分析研判结果,重点突出政治纪律和政治规矩,紧盯政治立场、政治责任、政治担当,始终将相关单位领导班子作为研判重点,围绕群众反映强烈的突出问题,以及政治建设落实、民主集中制执行、班子成员“一岗双责”、权力运行制约监督、干部群众认可度等方面,通过把握点、线、面的政治生态状况,准确反映整体政治生态全貌。
